Why allowances matter

Part-time working, promotion decisions and take-home pay all depend on your total reward, not just the spine point or band mid-point. London weighting, responsibility payments and clinical supplements can be a large share of gross pay for some roles.

Promotion calculators compare band or spine movement on basic pay. If you receive HCAS, TLR or unsocial hours, run the allowances calculator for your role as well — otherwise you may underestimate gross pay after a move or after reducing hours.

When to use allowances calculators

Use your role’s allowances calculator when location weighting, responsibility payments or unsocial hours materially change gross pay — before comparing promotion options, part-time FTE, or take-home pay. On the part-time planning journey, Step 2 is dedicated to allowances after you set FTE in Step 1.

Basic band or spine progression alone often understates frontline NHS pay (HCAS, unsocial hours) and classroom teacher pay (TLR, London fringe). If you only model base pay, promotion and part-time comparisons will look too pessimistic.

HCAS zones (NHS England)

High cost area supplement is paid as a percentage of basic pay with annual minimum and maximum cash amounts. Zones are typically inner London, outer London and fringe (and elsewhere none). Payroll calculates the percentage amount then applies the min or max cap.

Our NHS allowances calculators add published minimum annual amounts to your band mid-point as a simple illustration. If your basic pay is high, actual HCAS may be above the minimum but below the maximum — check your payslip or NHS Employers guidance.

TLR ranges (schools)

TLR1 covers substantial responsibilities (often whole-school or key stage leadership). TLR2 covers smaller but defined responsibilities. TLR3 is a time-limited payment for specific projects. Amounts are set within STPCD ranges; you must hold an eligible post — TLR is not automatic with years of service.

Unsocial hours and on-call (NHS and others)

NHS AfC staff often receive enhancements for nights, weekends and bank holidays worked. Rates depend on your band, the time of the shift and trust policy. These are not part of basic spine pay and can exceed HCAS for frontline rotas.

NHS: HCAS (high cost area supplement)

In England, HCAS is a percentage of basic pay with annual minimum and maximum cash amounts for inner London, outer London and fringe zones (from 1 April 2026 in our NHS dataset).

Our NHS allowances calculator uses published minimum annual amounts as a simple add-on to your band mid-point. Payroll may pay between the min and max depending on your basic pay.

Schools: TLR (teaching and learning responsibility)

TLR1, TLR2 and TLR3 are statutory payment ranges on top of the teachers’ pay spine for defined responsibilities (STPCD). Amounts depend on the role you hold, not automatic progression.

Civil Service pay uses departmental grades with London weighting and allowances in some locations. Amounts follow the pay remit for your grade and post.

Where do allowances fit into the part-time planning journey?
