Do I get the fringe allowance?

Only if your workplace is in a fringe area and your employer applies NJC terms. The inner fringe rate is £1,079 a year and the outer fringe £753; your employer confirms which, if either, applies.

Why is the London figure only typical?

Because there is no national London rate for council staff. London boroughs set their own through the Greater London Provincial Council, and other employers set theirs.
